No. This is out of order. The bottom picture should go first. Bemis was going to shoot himself, but stopped when he saw the library. That’s why is glasses are still intact—because they hadn’t broken yet.
He doesn’t shoot himself after he breaks his glasses so the episode actually ends with him just crumpling in on himself, weeping amidst the books he can never read.
It’s not clear what his actual fate is, but my money is on starvation. Or radiation poisoning. There was a nuclear war, after all.
Even if he did want to kill himself after his glasses broke, I doubt he’d be able to. It’s implied he’s essentially blind without them. He probably won’t be able to find the revolver again.
